ICE Accused of Medical Negligence: New York Case Highlights Crisis in Migrant Detention Centers

Pro-immigrant groups and religious leaders welcomed Allan Marrero in New York on Tuesday.
The immigrant had been detained last November during an immigration appointment alongside his husband, a U.S. citizen.
The reception took place at Middle Church in Manhattan, according to Infobae.
Allan Marrero released after six months in detention
Five months ago, Allan Dabrio Marrero was detained by ICE during a routine green card interview and transferred across multiple states.

The ICE medical negligence included messages of support and welcome signs.
Marrero, originally from the Cayman Islands, was released on bond on April 23.
He has no criminal record, according to reports.
For six months, he remained in different detention centers.

Marrero was held at facilities in Newark, Arizona, and Texas.
He was also detained at the center known as “Alligator Alcatraz” in Florida.
His final transfer was to Natchez, Mississippi.
During that period, he described the conditions as “inhumane.”
He said he did not receive his medications properly.
According to Marrero, this placed his health and safety at risk.
His attorney, Alexandra Rizio, confirmed those allegations.
She said the constant transfers were the most difficult aspect of his detention.
She explained that Marrero spent many hours standing.
She also stated that his medications were not administered regularly.
Rizio added that he was mocked because of his sexual orientation.

Community support and criticism of the immigration system
During the conference, Marrero expressed concern for other detainees. He said many families are “broken apart.”
He described the immigration system as “broken” and called attention to those who remain in custody.
“It is truly heartbreaking,” he said. He added that he prays for those waiting to reunite with their families.
During the event, he was accompanied by his husband, Matthew Marrero.
Members of the church and immigrant advocacy organizations also attended.
Marrero thanked supporters for the assistance he received during detention.
He stated that his legal process is not over yet.
“The battle is not over,” he said.
Legal process and Allan Marrero’s current situation
A federal judge initially approved his release on bond. However, ICE objected and kept him detained.
Later, a second request led to his release. This time, ICE did not file objections. Rizio criticized the handling of the case.
She said Marrero should never have been transferred between multiple facilities.
She also questioned why he had to request his medications repeatedly. She referenced daily costs paid to a detention company.
According to Rizio, the ICE medical negligence case reflects systemic failures within immigration detention. She emphasized that community support played a key role in the process.
Marrero’s permanent residency application was denied. His legal team has filed an appeal before the Board of Immigration Appeals.
Meanwhile, he will remain free and does not face an immediate risk of deportation.
