Green Card for Families: Who Can Benefit from the New F2A Advance?

The F2A Final Action Date advanced by more than 18 months for most countries.

But submitting documents and being ready to receive permanent residency are two different stages of the process.

The F2A category made one of its biggest recent jumps in the August 2026 Visa Bulletin.

For most countries, the Final Action Date moved from January 1, 2025, to July 22, 2026, opening the possibility of progress for many families that had been waiting.

• Why it matters: The change could bring more families closer to a F2A Green Card, but they must first check their priority date and determine which filing chart applies to each stage.

Spouses and Children of Permanent Residents Are the Beneficiaries

The F2A category applies to spouses and unmarried children under 21 of lawful permanent residents in the United States.

The Department of State establishes that F2A receives 77% of the visas available within the second family-sponsored preference.

Of that group, 75% is exempt from the per-country limit.

• Who qualifies: Spouses and children under 21 of permanent residents.
• The key: Each applicant must compare their priority date with the applicable chart.

The priority date is, in simple terms, the applicant’s place in the immigration line. For a family-based petition, it corresponds to the date the petition was filed with USCIS.

Filing Documents Does Not Mean You Will Receive a Green Card

The Visa Bulletin contains two charts that can cause confusion: Final Action Dates and Dates for Filing.

The Final Action Dates determine when a visa number is available for an eligible case to reach a final decision on an immigrant visa or adjustment of status.

The Dates for Filing indicate when certain applicants may begin gathering and submitting documentation to the National Visa Center, following its instructions.

For adjustment of status cases filed within the United States, USCIS determines which chart may be used each month.

• Important fact: In August, F2A is listed as “Current” under Dates for Filing for all areas, including Mexico.
• What it means: “Current” indicates that, under that chart, there is no priority-date cutoff limiting who may file the applicable application.

This does not mean that everyone in the category can immediately receive a F2A Green Card.

Mexico Has a Different Final Action Date

The main exception appears under the Final Action Dates.

For most countries, including China, India, and the Philippines, the F2A date moved to July 22, 2026. For Mexico, it remains July 22, 2025.

• Most countries: July 22, 2026.
• Mexico: July 22, 2025.

Therefore, a Mexican family may be eligible to file under Dates for Filing while still having to wait for Final Action.

September Will Be the Next Date Families Should Watch

Having a priority date within the new chart does not guarantee automatic approval.

The applicant must still meet the applicable requirements and complete the necessary stages of the process.

In addition, the Department of State warns that the significant movement in the dates is related to visa-number availability during fiscal year 2026.

If new demand emerges, the dates could retrogress in the coming months to keep visa issuance within annual limits.

The categories can also become unavailable if those limits are reached.
