The declaration aims to ensure dignified treatment of possible deportees, as well as respect for their human rights, as explained by the city’s mayor from the Morena party.
Burgueño Ruiz pointed out that Tijuana, as a major return point for thousands of Mexicans, assumes its social and historical responsibility in the face of what he described as an «atypical problem.»
The City Council has authorized the Secretary of Government and various local agencies to sign contracts and acquire goods and services necessary to address this potential emergency.
These would include the installation of temporary shelters, basic services, internet, and legal support. This is reported by the news agency EFE.
Additionally, a «humanitarian bridge» is planned in coordination with the federal and state government to manage the arrival of migrants, anticipating that the phenomenon could impact not only Tijuana but the entire northern border of Mexico.

The President of Mexico, Claudia Sheinbaum, commented in her morning conference that, although she does not fully understand Tijuana’s decision to declare the emergency, her administration is «prepared» to receive deported migrants and offer them support.
The fear of mass deportations centers on the high proportion of Mexicans among the 11 million undocumented residents in the United States.
Additionally, remittances sent by migrants represent about 4% of Mexico’s GDP.
This makes this issue a concern not only socially but also economically.
Anticipated Measures in Tijuana to Handle Mass Deportations
Mayor Burgueño highlighted that the approved actions will allow:
- Hiring specialized personnel to address the crisis.
- Adapting infrastructure and temporary spaces.
- Ensuring inter-institutional coordination at the municipal, state, and federal levels.
“This decision is not alarmist, it is preventative. We are preparing to offer humanitarian support and minimize the social impact that a mass return of compatriots might cause,” concluded Burgueño.
As Trump’s inauguration approaches, Mexico’s northern border is on alert, with Tijuana as the epicenter of preparations for what could be a significant test of the region’s logistical and humanitarian capabilities, which could end up sparking an emergency.
